NELSON COUNTY OCCUPATIONAL LICENSE FEE
In 1990, the county adopted an occupational license fee to help support governmental programs and services in Nelson County. Businesses and employees pay one-half percent of their earnings, up to a maximum of $75, to obtain the license. The links above provide downloadable forms, the original ordinance, and frequently asked questions about the administration of the license program.
This license fee is an important source of revenue for local governments in Kentucky. In the mid-1980’s, the General Assembly added restrictions to the assessment of property taxes which limit the growth in that revenue source to 4% or less each year. In growing communities where the demand for increasing services rises more than 4%, the OLF has provided a resource that grows with the community’s economy. When the government’s resources keep pace with the need for infrastructure and public services, local officials are able to maintain the quality of life that keeps attracting new residents, new jobs, and healthy growth.
In Nelson County the OLF generates nearly $1 million of critical resources. These revenues fund 21% of the Road maintenance and construction and 20% of the ambulance services. Only about $40,000 (4% of the revenue) is used for administration and collection of the license. Other programs supported by the OLF include:
Bardstown Mainstreets projects $11,250
Economic development $55,000
Bardstown-Nelson County Airport $19,000
